At this moment there is an ongoing discussion in two parts of the world in regard to what level of stress, we as human beings, feel are tolerable to animals. In the U.K environmental groups and the labour government on one side, and hunters on the other side, are disputing if traditional fox hunting should be be banned entirely. In the U.S the Clinton administration is facing opposition from the Earth Island Institute in its efforts to re-define "dolphin-safe".
In both discussions the key argument has become the "tolerable stress level" of either the fox or the dolphin. In the U.K., which is a strong supporter of the E.I.I dolphin safe policy, hunters are arguing that foxes only suffer slightly from being chased by a pack of 20 or more dogs, and hunters on horse-back. In the U.S the E.I.I. is arguing that not enough research has been done yet into the stress level that dolphins experience while being encircled by purse-seiner nets. The problems in both discussions is that the scientists seem to be unable to determine exactly how much stress these animals do experience, although everybody would agree that it is not a pleasant experience. In trying to conclude the fox hunting discussion the U.K labour administration decided that the politicians should decide about the stress level, since scientists could not provide convincing data to convince the hunters. In the U.S a judge ruled recently that a political decision to lift the ban on setting nets on dolphins should be stalled until final scientific conclusions on stress during encirclement were made public. The outcome of these discussions might cause stress to hunters !!
